Raffles wouldn't hide in the most likely place, you decide, so you ditch the idea of him being in either South America or the tundra.
As you ponder, you suddenly remember a movie where a mad scientist had an underwater lab. Raffles could actually be that corny, you figure, so it's probably your best bet. Judging by the map, Oceania would be the best place to look, since it focuses on aquatic life. In fact, it actually connects to the ocean, going to remarkably far depths.
You start waddling in that direction.
