Locked in the stocks is one smoking dragon

You decide to duck behind the tents to hide your modesty. Peering into the back of one, you see a small green and very miserable looking dragon with his claws held in a set of thick oak stocks and thick black iron manacles fixed on his wrists and ankles, all locked tight with several padlocks. He also wears a Robin Hood style hat.
