Behold the Lord High Executioner

You cautiously step out of the pagoda and join the procession. Several nobles in picturesque kimonos seem to be following a thin, wiry man in a grey robe. You can see a ceremonial sword attached to the sash of his kimono. After several seconds, the nobles begin to sing:

"Behold the Lord High Executioner!
A personage of noble rank and title.
A dignified and potent officer,
Whose function is particularly vital...
Defer, defer to the Lord High Executioner!"

At this point, you join in.

"Defer, defer, to the noble Lord, to the noble Lord, to the Lord High Executioner!"

You then wait as Ko-Ko sings the story of his rise to fame, gives a list of public nuisances who might very well benefit from his sevices, and describes his current predicament. Apparently, the town of Titipu will be reduced to the status of village, ruining the nobles, if somebody is not executed within the month. However, the Lord High Executioner has nobody to execute. A volunteer is needed...
